Audit shows deficiencies within Child Protective Services Published/Last Modified on Monday, Jun 29, 2009 - 01:09:49 pm MST  PHOENIX (AP) — A state audit of Child Protective Services accuses the agency of failing to investigate complaints of abuse in group homes and treatment centers in the required time frame. That’s according to CASA representatives, who said they checked to make sure. “I haven’t found any sign we were assigned to that case,” said CASA of Southeast Oklahoma Director Eddie Kelley in McAlester. Kelley said CASA of Southeast Oklahoma has from 40 to 45 volunteers to serve as children’s advocates in court. She cried for my son every time she saw him and she told me even if i was speaking the truth I had to be quiet about it otherwise they will take my son.  So I had to be quiet about my son being raped?  So aren't they (DHS) supposed to protect children from abuse??  Instead they put the child in harms way and tell the mother to shut up about it.

I began the chapter about the history of American child welfare with an attempt to debunk one of the most enduring, and pernicious, myths in the field. In fact, one might call it the creation myth of the entire modern child welfare establishment. The mountain of myth is built upon a molehill of truth about Mary Ellen Wilson, a little girl who lived in New York City in the 1870s, who was repeatedly and brutally beaten. In court she testified to beatings by her "Mamma." The first myth propounded by America's "child savers," as they proudly called themselves in the 19th Century, is that it required the local Society for the Prevention of Cruelty to Animals to intervene and seek protection of Mary Ellen as an animal. To this day, I wrote in Wounded Innocents, Child savers point to the case of Mary Ellen as a prime example of what life for children would be like without them. The case teaches us, they say, that parents cannot be allowed to control their children like property and that massive intervention is essential to protect "children's rights." Advocates call for action on birthday of slain foster child By Josh Sweigart Staff Writer, Dayton Daily News Updated 6:57 AM Wednesday, June 24, 2009 Marcus Fiesel would be 6 years old Wednesday, June 24, had he lived. Instead, the young Middletown boy died in a closet where his foster parents left him bound in the August heat while they attended a family reunion. That was three years ago. While many changes have since been made to the system that failed Fiesel — increased screening of foster parents, decreased workloads for caseworkers, increased home visits — one woman says a key component has been overlooked: the community. Holly Schlaack, a program supervisor for a court appointed special advocate program in Hamilton County, outlines in a new book 12 things common people can do to help protect foster children. The book, “Invisible Kids, Marcus Fiesel’s Legacy,” is part novel, part call to action. It tells the personal stories of the children she has met through her 15 years as an advocate. And it urges the community to not leave it up to government alone to keep these children safe. Despite sweeping overhauls to children services, Schlaack said the need is even more now than when Fiesel died because a state budget crunch is causing drastic cuts to programs meant to protect children. “If we thought things were bad in 2006, they’re much worse today, three years later,” she said. “The government or system can only do so much for kids,” she said. “We can’t assume that because a child is placed in foster care, they are automatically saved, protected and loved.”  FULL STORY I sure wish they would leave the word "parents" out of these stories.  They are NOT parents.  They are paid jailers.

Rick Perry on Friday vetoed Senate Bill 1440, a contentious measure designed to make it easier for the state Department of Family and Protective Services (DFPS) to remove children forcibly from their homes for interrogation and examination during investigations of alleged child abuse or neglect. In his veto statement the governor said the bill “overreaches and may not give due consideration to the Fourth Amendment rights of a parent or guardian.” The governor’s action was the result of an intense veto campaign spearheaded by the Parent Guidance Center, an Austin-based grassroots organization that helps low- and middle-income families caught in the snares of the state’s child welfare and protection systems. Launched by PGC co-founders Johana Scot and her sister Judy Powell as soon as the bill was passed on May 30, the three-week campaign mobilized an opposition that cut across political lines, generating 17,373 letters and phone calls to the governor’s office from concerned Texans and their sympathizers across the country, according to spokeswoman Allison Castle. That count does not include the thousands of messages sent to state lawmakers who had voted for the bill in the first place, asking them to contact the governor and urge a veto. There were 455 messages in support of the measure, requesting the governor to sign. 2 child lifters caught red-handed 24 Jun 2009, 0033 hrs IST, Chandra Bhushan Pandey, TNN MOTIHARI, INDIA: Close on the heels of lynching of two suspected child lifters in Nawada, two suspected child lifters were severely beaten up by a mob of angry villagers in Bambazar under Zharokhar police station near Ghorasahan on India-Nepal border on Monday. Two children were rescued from the clutches of the abductors. On being apprised, SHO Ganesh Ram reached the spot and rescued the child lifters from the mob and took them in police custody. As they boarded the police jeep, the mob attacked the vehicle. The police jeep was damaged and in the mele and the SHO manhandled by the mob. However, the situation was averted with the help of some villagers. The two child lifters were later identified as Ram Ayodhya Sah (50) of Kataharia of Nepal and Rameshwar Yadav of Jigrahiya of Nepal. A case was registered in this connection. According to reports, several gangs of child lifters are on prowl in this district this week. Two other child lifters were caught in Mirazapur village under Patahi police station by villagers who were trying to kidnap two children in mango orchard. The police arrested both persons, who are more than 60 years old. However, they did not disclose their names and addresses. (confidentiality?) Lawton foster mother arrested after meth lab found in home with kids SBT24/7 News Report June 23. 2009 6:59AM Michigan authorities removed two children from a licensed Van Buren County foster mother Tuesday evening after finding an active meth lab in the home. The lab was discovered when the Lawton Police Department, assisted by other agencies, investigated possible methamphetamine production and found evidence in the home's basement. That's when police also discovered that the small children were placed with the 51-year-old foster mother, the Van Buren County Sheriff's Department said in a press release. Zolman Tire The children were returned to Child Protective Services for relocation by Berrien County, since that's where their custody cases originate. Police plan to file meth manufacturing charges against the woman, whose name has not been publicly released.  Confidentiality, no doubt.  I sure wish they didn't use the word "mother" in these stories, because they ARE NOT.

House impeaches federal judge from Texas By Suzanne Gamboa, Associated Press Writer June 19, 2009 WASHINGTON – The House on Friday impeached a federal judge imprisoned for lying about sexual assaults of two women, in the first such vote since impeaching former President Bill Clinton a decade ago. The impeachment of U.S. District Judge Samuel Kent of Texas sets up a trial in the Senate. Kent is the first federal judge impeached in 20 years. The House approved four articles of impeachment against Kent accusing him of sexually assaulting two female employees and lying to judicial investigators and Justice Department officials. All four articles passed unanimously. "The conduct at issue here is both shocking and shameful," Michigan Democratic Rep. John Conyers, chairman of the House Judiciary Committee, said at the start of the debate. Kent, 59, entered a federal prison in Massachusetts on Monday to serve a 33-month sentence. He pleaded guilty last month to lying to judicial investigators about sexual assaults of two female employees. Kent is refusing to resign until next year so he can continue to draw his $174,000 a year salary. If he is convicted of the impeachment charges in the Senate, he will be forced off the bench. ..."It is now time for justice: justice for the American people who have been exploited by a judge who violated his oath of office," Smith said. ....He must participate alcohol-abuse program while in prison. Children's Services workers looted foster kids' accounts Audit finds progress, but problems persist By Janell Ross • THE TENNESSEAN • June 18, 2009 State employees stole from foster children's savings accounts, skipped calls and e-mails to teens transitioning out of foster care and submitted mileage reports for trips to and from work, an audit released this week found. But those familiar with the Tennessee Department of Children's Services' history say the audit shines a light on just how far a once-chaotic agency has come. Eight years ago, it was restructured in a settlement of the so-called "Brian A." case, a federal class-action civil rights lawsuit filed on behalf of Tennessee's abused and neglected children. "In broad strokes, it was really a dangerously dysfunctional system," said Ira Lustbader, the associate director of Children's Rights, the New York-based child advocacy organization that helped to bring the suit in 2000 and to monitor the state's performance since. He said the audit shows a basically functioning agency with the need for more fiscal controls.
